Yu glanced to the side. He hadn't been there that long, but it seemed strange that this Philemon was handing out Persona to so many people. The city looked normal... it didn't even have that strange feeling to it like the TV world did. What was so bad in this place that having this many people with the ability to summon Persona was necessary?
