Those three are all goddesses.] Some Arcana specialized in different skills. Like for instance, Death and Devil arcana Personas had a lot of Mudo skills - darkness-based instant kill. Most of the Fortune Personas like Norn used Garu, wind skills, and Empress tended to have Bufu skills... But if I had to guess, the arcana might be more about the mythology behind the Persona than anything else.
