The only reason Kotoha hasn't already summoned Victini is that she can't afford to stop pedaling long enough to build up her focus - a few near-misses at the start of the chase caused her to quickly abandon that plan.

Normally, by this point, she'd have already crashed into a wall or two, but for whatever reason - call it adrenaline, maybe - she's doing better at this than she normally does.

She does hear a commotion a few blocks off, though, so she veers into a hard left and zooms in that direction.
