Summary: Complete and utter chaos

Chaos.
There was no other way to describe the mood in the city, the streets filled with civilians attempting to huddle to the closest safe havens. The demons who had walked a fragile alliance with humans, previously content to stay underground due to the fact that they knew they would be pushed back, suddenly filled the streets - attacking on sight when they saw humans showing themselves to be weak. The darker monsters among them relished in this new opportunity, ignoring humanity's pleas and destroying what little remained of the city's peaceful sanity.
Everywhere, the city was a tumultuous mixture of those still stuck in their childish forms, with some back to their older selves trying to fix what they could and reestablish electrical power and barriers. Some demons, siding with humanity despite everything, aided them by keeping the others at bay. Personas were out in full force, swarming the skies and pushing back invaders. But it simply wasn't enough.
Without a network and all of the news outlets completely silent, everyone was left to fend for themselves... and it wasn't pretty.
The Visitors had to act as fast as they could, still in their child forms or not. There was so much to do, and without any directives. No intel sent to their heads explaining the situation. The Wise Men facility was silent. No one seemed to be answering...
[OOC - Here is the City Page. Your character can be anywhere and either look for clues, help people out or simply try to defend themselves. Remember, there is no electrical power right now, and most of the areas of the city are dark.
It's up to you to decide what to do. Shall you go save civilians, reestablish power, go to the MAGI headquarters? The choices will affect the game. There is a planning post in the OOC comm, create teams, decide what to do and help save Hinoto-Ri by following this link. Just know that, tonight, someone you might have thought an ally will declare themselves a foe.

We'll try to salvage whatever we can. Hopefully the damage isn't too bad.

Behind him the elevator is half open, the electrical current buzzing. The voice repeats warnings over and over and over without stop.
There is currently no way to go down apart from taking the emergency stairs which are a little farther in. Half of them appear to be broken, but at least they go down all 100 floors. But it's a looooong way down, and they can probably smell the smoke even from here...]

[A gruesomely disemboweled corpse, while a shocking sight to most, is nothing terribly new for Fumi. She'd seen plenty of that sort of thing all over Japan during the invasion of the Septentriones. She regards the scene with nothing more than a look of vague irritation and a silent sweep of her eyes as she surveys the damage done to the area, eventually stepping gingerly over his entrails and into the building.]
On the upside, it looks as though we're the first ones here, which means we should be able to recover whatever is left of the labs.
[Walking up to the edge of the stairs, Fumi peers down into the almost infinite expanse of darkness below them.]
As long as it's not already collapsed in, that is.

It looks like we can still make it down, at least. We could probably fix the elevator, but that would take a few minutes.
[She shakes her head with a sigh.]
The stairs will be quicker. And it'll be easier to investigate different floors that way.
[After considering her options, she nods and starts carefully down the stairs.]

The movement does dislodge some of the steps and they fall downwards farther down below. Careful not to slip...]

[She pulls a dingbot from her pocket and pushes a little button on it's side. A small propeller pops out and lifts her slightly off the ground. Don't even ask how that works. She turns it off and drops back down.]
But there's probably a service ladder in the elevator shaft. That might be more reliable.
