Who: Open to Everyone, but only Newly Accepted Characters can start threads.
Where: All around the city! They appear where you want them to appear.
Summary: Newcomers arrive and by now the Government is more ready and sends everyone out to go people hunting.
Warnings: ARRIVALS. Also assume the first thread is the ones who tell you about the city, and the other tags for the character can be talking with others in the city and learning more about it.

It was Grand Prix frenzy by this time. The streets were filled with people watching every available television screen, crowds in the bigger areas of Scorpio district with the larger screen.
Now the HORUS detection system was working again. The device allowed everyone to spot abnormalities; and while it was being re-tuned to work with the appearing buildings, they could hone in on newcomers at a much faster pace. The leftover energy from the travel (commonly called Magatama Residue) gave them a few minutes to find them before it would flicker out.
Combined with the fact they could appear in most parts of the city, it made finding the newcomers was both easy yet frustratingly difficult.
As the blips appear on your own radar function, it was also nice enough to calculate for you the best transport and destination routes to take to get there. Speed was of the essence, after all.
[FOR THOSE WHO JUST ARRIVED:]
You're not in your homeworld anymore. That much is evident. So how do you feel? Happy? Sad? Troubled? A little of all three? No matter what, the memories of a butterfly man named Philemon are fading like a dream; you'll remember the details, but perhaps not everything he has said.
There is one word that stays with you, however.
Persona.
So...here to save the city, huh? First you'll need to find out more information. And who knows, maybe a familiar face or two...
But why are everyone huddle around large televisions screens for some reason?

Sophie was muttering anxiously to herself as she tugged at the fur shawl around her shoulders. The sun was bright here, leaving her feeling more than a bit sweaty in her heavy coats and furs, but stripping off would make people notice her, and she was already certain that some portions of the crowd were staring at her and her antlers.
No! No don't focus on that. Deep breaths. Dying in a snowdrift of hypothermia, got it!
"Okay, so, wake up," she mumbled into her shawl, lifting a gloved hand up to yank on her deer ear. It hurt and she yelped - causing some heads to swivel round to stare at her. Sophie turned a brilliant red and hurried away in a brisk power walk, almost erupting into a full blown sprint, and bowed her head as her ears flicked this way and that.
The city was so loud. Too many people. She felt like she was suffocating. Ah what is this? How did she- wake up, please, body. Wake uuuup~
So caught up in her mini freak out, Sophie wasn't watching where she was going. So sorry if she runs right into you! How embarrassing!

Man, the only way she could look weirder is if she had tentacles or something. Good thing there's nothing like THAT visible!

Sophie flailed a bit when she almost tripped over a small girl, her rifle nearly slipping off of her shoulder in the process. She managed to rescue it, but sorry Desco if the barrel accidentally smacked you in the face when it swung round.
"Oh! Shit- fuck, I mean, fudge. Fudge, right, sorry, I didn't mean to ram into you. Oh- oh wow, you look weird- not weird, I mean!" Sophie rapidly shot out, her face completely bright red from embarrassment and mortification.

Sophie's ear twitched, her eyes darting about her anxiously. The crowd of people pressed in. There was no clear way to escape, and her base instincts demanded she bolt for some far off land.
She firmly kept her feet in place, her fingers flexing around the strap of her rifle before sucking in a deep breath. Gotta stay level headed.
"Um, right um, Desco? Right? Haha, that sounds like Costco, but, anyway, anyway I, I'm wondering if you, uh, of course if you know too, that is, if you know where I am...?"

A brief pause as she nibbles on the tip of one claw in thought.
"Also, Desco is short for Death/Extermination Submersible Combat Organism!"
She tilts her head to one side as she stares up at you.
"You have pretty horns."

"O-Oh, you do...? Most people stare at them- wait, uh, Death-Extermin- Sub...wha?"

"And Desco can see why they are stared at! You have very majestic horns!"

"Um, t-thank you. Your, your horns are kind of cute too. Like, very um, you know, how cute stuff are," Sophie fidgeted again with the beads of her antlers, the beginnings of a smile twitching her lips.

"Even if they do cut off her peripheral vision from this eye."
She indicates the golden eye on her forehead as she says this, but then brightens up as she continues.
"But that's okay! Desco has a lot of eyes!"

"Oh...you do? Um, wait, so that's, an actual eye? Not a strange form of decoration or, anything?" Sophie asked. Speaking of, the girl in general just looked weird. Perhaps she was an...insect-girl? Sophie had heard of one, although she understood it was very rare.

"Oh. Okay. That's. Creepy. Nice! I mean, even if it is admittedly a bit creepy, in a, you know how, lizards and, sometimes spiders are creepy, but not, disgusting creepy just-" Sophie groaned and pressed a hand against her eyes. "I should just not talk to people..."

Sophie was feeling increasingly drained with each passing minute. She just wanted to go home, and preferably out of a crowded square! She tossed her head, her beads jangling from where they were tangled into her antlers, very much in the same fashion as a stag preparing to charge.
"Okay," she said, managing to scrounge up a bold tone. It lasted all of two seconds, "Okay uh, this is pretty forward, but, look, I don't want to be here. In this city - I still think I'm dying in a snowdrift and this is some weird hallucination or... something. Yes, so, could you, uh, does Rhodri sound familiar to you?"

"Ow! Oh, oh! Fuck! I'm so sorry!" Sophie immediately panicked, er, panicked even more, hurriedly moving to crouch down by the boy's side and frantically pull him up into sitting position. "I didn't see you- I mean I should've, but I wasn't looking where I was going I was a bit, oh I didn't break anything did I? I'm a bit of a bull, ahaha, I mean, well obviously I'm a deer, but not, I-"
And while she was babbling, she was also shaking Kaito a bit worriedly back and forth. WELP.
