After questions were answered, a man finally appears into the room, after having talked with his daughter.

"I apologize for making you all wait."

After introducing himself, Takeharu begins to explain in more detail what they've learned from this world. He goes on about the life in the city, the hurdles they had to overcome...and the strange phenomenon of the 13th hour.

"...and once midnight hits, a 13th hour commences. We had a name for a similar phenomenon in my world; the Dark Hour. However, this one doesn't seem to be caused by rampaging Shadows. We are still investigating as to why it exists...and in due time you might aid us in this task. You will all be able to observe it for yourselves quickly enough, although I would strongly suggest doing so in your own apartments. Not only are you all new visitors, previous Persona users or otherwise, but the moon is full tonight, which means the demonic population will be at a dangerous, aggressive level."

"Now before we continue, we should talk about the--"

"I repeat..."

"Damn! Six out of Twelve," A gruff-looking man stepped into the room. Judging from his outfit, he was important.

"I only know one group who's able to pull this off...the Anoli."

Takeharu looks at Kiyoshi and both men nod silently.

"We were going to talk about this later, but we don't have much time to explain who they are..."

More men appear; members of the city's Special Assault Team. About half of the men have a small flame insignia on their uniform's elbow; this signifies they are Persona users.

While Takeharu explains to the new arrivals, Kiyoshi is busy on some screens, and is talking to others by holographic projection.

"Give me a status report!"

"Sir! I've got two men down here. The doors are holding but we'll need backup as soon as you can give it to me!"

"I've got a group in route, and soon a Persona team as well."

"Reiko and myself are holding, but I believe they've been sending the blunt of their force here and in the Gemini area. No doubt to steal the prototypes we've been working on..."

"We should be able to fight them back for now, but I can't tell how many they are."

"I've got team Beta heading over. I'll send a team of Users as well."

"Sir! Massive attack in the Virgo Sector! They've broken some of the fences holding back the demonic population. There's risk of civilian casualties at this rate..."

"DAMMIT! Send a team of Wands there to patch that up as soon as they are available. I'll send a team with them to protect while they do their work."

"Sir! The Gemini Power Plant is under attack! I think they're attempting a blackout so they can get into the Laboratory."

"This is a nightmare. And where is--"

"--he went off to fight them."

"DAMMIT! We can't let him get harmed. I'm sending a team after him."

"Libra's Coin Office Tower is under attack, Sir! They're trying to get to the upper levels where we have the monetary databanks."

"A heist as well...damn they really went all out for this one...trying to cripple us from all angles."

When he's finally done, he turns over to the entire crowd. His voice is as booming as his body language. Despite the crisis he is calm and collected, easy to see why he is the Commissioner General.

"Alright listen up, since I can't repeat myself twice! We have a major crisis our hands. Anoli have broken into six sectors and my men can't fight all of them at once. None of you know me and I only know your names. Most of you haven't used a Persona yet, but I bet you've all got a few tricks up your sleeves. Magic, Weapons, Technology, whatever it is, bring it with you and we'll form you into teams. We were going to do this much more quietly later, but it looks like the Anoli have a different idea."

"Priority number one is to protect all civilians and to keep deaths as low as possible, even against the Anoli. Disarm, disable, diswhatever, as long as it's not kill and destroy. I'd rather let them in jail and face justice than to spill even more blood from this conflict." He turns around and starts to leave,

"If any of you lack weapons, talk to Q. I'm sure he'll be happy to provide you with some."

Policemen swarm around him and they start to go off in work and prepare, leaving you a bit of time before you are all called out in groups.

A family of nothing but Elizabeths would be a terrifying thing...

"It sounds nice to work with family," he remarks before Theo moves on to ask him about him about his relationship with Minako. And at that, Minato nods, a soft, slightly sad smile passing briefly across his face. "We're twins. And I agree."

Ahhh, twins.

They look nothing like. That's what twins are supposed to be, right? They looked alike enough in the face though, so Theodore supposes that counts for something. There might be more, but that's all there is to it to him at this point. He'll have to ask Elizabeth more later. Or Minako. Yes.

"I see. You do remind me a bit of her, in the face." But that's all because you're not pretty. "As for working with family... It's certainly more... Ah, exciting than one would expect."

That troubled face, though.

Apparently Theodore has never heard of fraternal twins! But since he doesn't ask, Minato doesn't explain. He lifts an eyebrow at the term 'exciting,' however.

"I take it Elizabeth likes to make things ... exciting?" What? No, Minato isn't smiling a bit at that. It's your imagination, Theo. And even if it's not, it's a smile because he knows Elizabeth.

Hey now, no one cares about fraternal twins!

Aaand he looks troubled. "Yes, she does. There is never a dull day with her around." From drawing on faces to creating songs to all sorts of other non-dog food related events he doesn't wish to elaborate on. They're quite the bundle of noodles.

You look so happy Minato. You're very fond of his evil sister. He can tell. He feels quite sorry for you, because she's very fond back and that isn't a good thing. You're lucky she hasn't put gummy worms in your hair yet. Or scrubbed dirt onto your uniform, proclaiming that 'we must get down and dirty for this event!' as she tries to teach you to dance for Club Escapade. There's a number of things she could do, but you, Minato, seem very normal. Lucky. "... For better or for worse."

"I hope she's not too hard on you... at least here, hopefully there will be enough to distract her so you can have a few dull days."

Don't think Minato has missed those troubled looks. Despite his fondness for Elizabeth, he can well imagine the shenanigans she might get up to with siblings at her mercy. But even if she put gummy worms in his own hair, he doesn't think he'd mind. He's a bit more laid back, it seems.

Well, at least one of them is. No wonder Elizabeth enjoys Minato's company more.

"Knowing her, she'll... Nevermind, I hope you're right. It feels to be a very expansive city, and with so much to explore I could spend a few days relaxing away from her." He loves his sister, really, one of his most trusted people! But... Being the younger sucks. She's really a little much. "Though, your own sister is quite the same way, give or take the pranks and odd requests Elizabeth gives me."

It's strange and interesting to hear someone talk about his sister like this and in the present tense. He's so used to not mentioning her and not having her mentioned that it still seems unreal, and he has to suppress the urge to look around the room for her.

He smiles a little, as if there is nothing strange about any of this. "Is she? They should get along then. ... you sound like you liked having Minako as your guest though."

Apparently despite similarities she was nicer than Elizabeth?

Gosh, if she was in the room with them he wouldn't be speaking so fondly! That's embarrassing and he must restrain himself ~~and his sinful feelings~~ around her. Not that he thinks less of you, Minato, it's just that as a brother you must understand the troubles (or you will sometime in the future) of having such exciting sisters. The joy too. Of talking about your sister.

"I hadn't realized I was speaking in such a way." Whoops. "If I may express myself, I truly did. She was my first and most remarkable guest, and I haven't met a single person here that has been able to even come close to her..."

Well, he's at a loss of words. Her what..? Theodore trails off, looking perplexed in trying to find the word. "Her impact, I suppose it would be. No, that doesn't sound quite right. Something only she has, but I can't find the word at the moment. As similar as she and my sister are, I can assure you that what my former guest has Elizabeth lacks in large quantities."

~~What is Common Sense?~~

Minato nods and shrugs. He is still smiling a bit. "I see. ...I think I know what you mean. But I am glad you were able to help her so well."

He was a little uncertain before, but he thinks Theo seems like a nice, responsible Velvet Room Attendant and he is glad that his sister had good help.

~~Lucky guess!!~~

Pride and joy of his time as an attendant, man. She made him feel things. "Of course. And, naturally, as her aid I was able to learn much about her in our short year spent together."

Including her social links if you know what I mean. Not really, but still. Minato is as free to ask Theodore about his sister as he is to not divulge details of what lessons Elizabeth was taught in his timeline.

"I'm sure she learned much about you, too." Although he is glad that it seems like her Velvet Room Attendant is fond of her, Minato doesn't want to know about any devious minxing and teaching her more that happened between his sister and Theo, just as Theo probably doesn't want to know about boldly accepting either...

But be that as it may, Minato is curious about other things about both Theodore and Minako. "Did you make requests of her?"

Does Theo's taste run as strange as Elizabeth's?

It does. It really does.

"I have! And she was most helpful in completing each an every one, no matter how dangerous or a challenge each was. She was even able to conquer that which haunts the halls of the tower, the Reaper, and always returned with what I requested within a timely manner despite all that she had going on." And she beat him too. Ahh, what a gal. This makes Theodore concerned for Minato though, because knowing his sister...

"Did Elizabeth ever ask you to do anything... unusual? It was she who created this system."

Oh gosh the Reaper. Minato remembers the Reaper and it is not with fondness...

But he nods and shrugs. "I suppose that depends on what you mean by 'unusual.'"

Because a lot of her requests were unusual in general but definitely not out of the ordinary for her.

"Erm... Trying out a food that humans do not usually consume, perhaps?"

Dog food. But he wasn't going to say that, even though it might be obvious he was at the end of that request. Theodore will be very thankful if Minato doesn't ask about it.

"Ah - she... asked me to bring her some unusual food but she didn't ask me to try it, no..."

What has your sister done to you, Theo?

Too much, Minato. Too much.

"I... I see. Well then, nevermind." It was a topic best not elaborated on. "I'm glad she's managed to control herself in that regard, considering how energetic she can be in others."

Oh dear...

"She didn't... make you eat the items, did she?"

Minato feels kind of bad for fulfilling those requests now... Only kind of.

Please do not bring it up oh no he did.

"No, not most of them... Only those which she wished to see the effects of." The hair they used for 'extensions'. And to put into Margaret's headband so she had funny colors. A lot of the rest were basically toys and things to break down, but the things that could be eaten were certainly taken advantage of.

"I see..."

Part of Minato wonders why Theo would ever let Elizabeth do horrible things to him. But then he thinks about it and has his answer. It's Elizabeth, and 'no' isn't really an easy answer to give her. It's possible, but it doesn't necessarily mean she'll listen. And that is having been her guest. He imagines she's even harder to persuade when related to her.

"I'm glad you made it through her experiments all right." Theo looks so... unhappy that Minato wishes to put a positive spin of some sort on this.

It's really just easier to go along with Elizabeth's schemes. Sister knows best and all. Besides, if he doesn't she thinks of something much worse in return.

"You could think of it as rigorous training in preparation to becoming a resident. Looking back, I don't believe I regret it." ... Except that's kind of a half-lie. "Ah, that is... Most of it. I am thankful you were not put through such trials yourself, and if I were the reason for that I am happy to have been of service."

Minato shakes his head. "Well... if she tries to get you to do more things here, let me know. I'll try to help. Maybe she'll take a request or two from me."

"She does seem rather fond of you." And Theodore, while not fond towards Minato in the sense Elizabeth is, can understand that. "Thank you very much for your kind offer, Master Minato. I appreciate your concern, though I don't believe she will ask much of me until she has seen every inch of this city herself."

And then that's where the real fun begins for his older sister.

It has not yet occurred to Minato that maybe a large part of Theo's problem is that he never tells Elizabeth 'no'...

So he simply shrugs and smiles a little. "There is certainly a lot of city to explore."

To be fair, it's hard to say no to Elizabeth.

"And for that I am thankful." Theodore really can't hide the small amount of relief in his voice. He loves his sister, he supposes he does in any case (because siblings love each other right?), but she really is too directional at times.
